Electrical and plumbing work generally requires a licensed tradesperson in Wisconsin (replacing an existing outlet or switch is one of the few exceptions), and larger jobs may need a permit. A good handyman will tell you when a job is beyond their scope.
Ask whether they charge by the hour or by the job, whether there's a minimum, and whether they carry liability insurance. Under Wisconsin's home improvement rules, if you're asked to pay anything before the work is finished, the agreement has to be in writing.
